The remains of the old arena are being removed and Quorex Construction will be mobilizing to site over the next couple of weeks. You’ll start to see work site fencing going up as early as July 4th and some earthwork beginning on-site around the end of July.
We ask people to respect posted site signage and proceed around these areas with caution. The safety of both work crews and the general public are of the utmost importance. Please contact Quorex’s Site Superintendent at Al Houk – 1-306-230-4054 with any questions or concerns about site safety.
In the background Workun Garrick is finalizing the facility design and this should be about 66% complete in mid-July, and about 99% complete in mid-August. The public will get to see some cool renderings of the design at an open house coming up this fall, and there is also a ground breaking ceremony being scheduled so stay tuned!

After careful consideration at their May 8, 2023 meeting, Council committed an additional $9.5M in funding to the overall budget to complete the Field House. The RM of Meadow Lake has committed to a significant contribution of up to a maximum of $2,379,020 towards the inclusion of the fieldhouse. This means the City will need to come up with just over $7 million to fund the Field House portion of the project.
Funding Background
Please note that the City would take out the loan for the entirety of this portion of the facility (as the owner) and the RM would contribute towards the loan payments going forward.
Council has not decided on the exact method of sourcing these funds at this time. We know some level of borrowing would be needed which would require the City to apply to the Saskatchewan Municipal Board (SMB) to increase its borrowing limit and apply for funding either through the Municipal Finance Corporation of Saskatchewan or from another lending institution. Part of this process is deciding where the funds to make the loan payments will come from.
There are a number of options for sourcing the necessary funding. The City Treasurer is now beginning to prepare a a detailed funding proposal that can be brought to Council in a Request for Decision.
The City will be advertising for selling of the naming rights and soliciting sponsorships and donations. Stay tuned!

Contract Awarded to Quorex Construction

Who is the Design-Build team?
Quorex Construction has teamed up with the design team from Workun Garrick for the design and construction of this facility. They are working with a number of other firms who specialize in different areas to deliver the full scope of this project. Each of the key firms on the team has the depth, skills, and experience needed and a proven track record of successfully delivering design-build projects.
Background on the Tendering Process
A Request for Qualifications (RFQ) was issued in December where the City pre-qualified potential proponents. There were eight submissions under this process. In January 2023 Council confirmed the three companies below as the three proponents who would be eligible to bid on the Design-Bid contract. A Request for Proposals (RFP) was developed with the Executive Committee, BCC and Colliers and was issued by Colliers on January 26, 2023, to the three (3) pre-qualified proponents who were advanced from the Request for Qualification (RFQ) process which were:
- Bird Construction,
- Quorex Construction Services Ltd., and
- Wright Construction Western Inc.
The RFP closed on April 6, 2023, and was followed by in-person Proponent Presentations & Interview on April 13, 2023, which was attended by members of Council, the project Advisory Committee (AC), the Executive Committee (EC), and the Project Team (Colliers and SEPW).
Council, members of the Advisory Committee and Executive Committee were provided the full Proposals from all three Proponents for their review and consideration. These proposals were reviewed against the mandatory requirements in the published tender.
The determination was that Quorex was the only Proponent who not only fully understood the assignment of providing a proposal that gave us the best value for our dollar and took our comments and feedback from the interviews performed in February to heart, but also provided a solution that fit our budget as required, as well as provided additional value added and innovative options for our consideration. They were also the only proposal that was compliant with the mandatory requirements laid out in the tender that was posted. By awarding to Quorex, we have achieved the best possible result from this RFP process.
